Linux was initially released as proprietary software. Then Linus Torvalds changed his mind and released it under the GNU GPL. The best decision in his life — according to himself. Since then Linux is part of GNU. Like most parts of the operating system it's not developed by the GNU project. But that's okay. Stallman never intended to do all the work himself. He had the idea and he created a suitable license for the purpose.
